Specifically based on the article, it appears that this individual was referring to paper.li. In reality, paper.li is not a content curation tool because there is no curation element. Rather is an aggregation tool with no facility for a human touch:

Unfortunately the author of this article confuses content curation tools with so-called curation tools such as paper.li which are instead aggregation tools.
